that用来替换的是cultural goods；对第一个句子：China exported cultural goods 来讲，是非性的定语从句，但是对：whose exports were worth 28 billion来讲，是性的定语从句，如果去掉了，后面的句子意思受到影响。这里句子里面that不能省略。
这个句子是性定语从句时，关系代词which可以与that互换。
有一个例句是用which的：
It now has 20，000 hectares of land，more than two-thirds of which are under cultivation.
现在它拥有两万公顷土地，其中三分之二之多已经耕种。
